Cyber is no longer a supporting function. It is combat power—and treating it as anything less is a strategic liability. Cyber now shapes operational outcomes directly, often before the first kinetic effect is delivered.

Modern conflict moves at the speed of data. Mission advantage depends on how quickly forces can sense, decide, and act in contested environments. And cyber is the enabler that makes all of it possible, or the vulnerability that makes all of it fragile.

These were some of the top conclusions of our Cyber Kinetic Convergence panel at last month’s EMERGE: Battlespace of the Future. And it wasn't a theoretical discussion. The leaders on the stage across the Army, Space Force, and Department of War (DoW), have operational skin in the game. Their message was consistent, urgent, and clear: the era of cyber operating at the margins of conflict has passed.

Cyber Integration Is Now an Operational Baseline

Cyber's impact is greatest when integrated with kinetic and non-kinetic effects from the outset and in the last year, that integration has moved from concept to practice. "We have to fully pull cyber out of its silo," said Katherine Sutton, Assistant Secretary for Cyber Policy and Principal Cyber Advisor, DoW, "which means not just integrating the effects, but starting the integration from day one with operational planning" using cyber to "degrade our adversaries' ability to communicate, make decisions, maneuver, and ultimately engage."

The stakes become clearer when you examine what's connected. Satellites, ground systems, mission planning systems, and data pathways are, as Charlene Laughlin, Deputy Chief of Space Operations for Cyber and Data, U.S. Space Force, put it, "all part of the operational kill chain." Laughlin was direct on the strategic consequence: "You can't have space superiority without digital superiority." A cyber action that delays missile warning, disrupts SATCOM, or degrades targeting data, she made clear, isn't an IT inconvenience — "those are actually operational effects."

Brandon Pugh, Principal Cyber Advisor, U.S. Army, made the structural shift concrete. Cyber "sitting at Fort Meade or Augusta, Georgia, and being considered in a silo" is not where it delivers value. The 11th Cyber Battalion at Fort Gordon is the model — blending cyber with electronic warfare and information operations into a single expeditionary capability, treating integrated cyber and non-kinetic effects as "critical and foundational to any future conflicts going forward."

Across each customer mission area, the conclusion was the same: cyber must be woven in from the first touchpoint, not bolted on after the architecture is set.

Systems Must Work for the Full Force, Not Just Specialists

There's a dimension to this conversation that doesn't get enough attention: usability at scale. As cyber-physical systems grow more complex, we risk designing ourselves into a corner by building advanced capabilities that only a narrow community of specialists can operate effectively under pressure.

The goal is to design systems that the full force can operate confidently, even under attack or in contested and degraded conditions. When only specialists can employ a capability, you've traded agility for complexity, and that trade shows up in exactly the moments when agility matters most.

This creates a clear and specific obligation for industry. Deliver technology that reduces cognitive load. Embed security into mission workflows rather than alongside them. Enable operators to focus on delivering effects, not managing tool complexity. Technology should remove friction, not introduce it.

When solutions are designed for broad employment, you don't just gain efficiency. You gain adaptability and resilience. That's a force multiplier the spec sheet doesn't capture, but the mission absolutely depends on.

Cyber as the Foundation of Future Mission Success

Let me be direct about where this leads. Cyber is not a niche specialty. It is the connective tissue of modern military operations—underpinning military installations, missions, joint command-and-control networks, logistics systems, and every network-enabled platform across the DoW. When cyber fails, the mission fails, regardless of how capable everything else is.

Integrating cyber from the start and designing systems the entire force can employ with confidence, will define operational advantage in the years ahead.
